He was the most outstanding of the Spanish Impressionists. He started in Madrid as a pupil of Carlos de Haes, and after a short stay in Paris, went to Brussels in 1881. There hi' became involved with a group of artists and writers, among whom were Theo van  Rysselberghe, the sculptor Constantin Meunier, Emile Verhaeren and Rodenbach. When he was twenty-three, Regoyos exhibited with the Essor group, and later joined Les Vingt, who were even more avant-garde in their outlook, and took up with the Neo-Impressionists Seurat and Signac. In 1890, 1892 and 1893, he exhibited at the 'Independants', after which he went back to Spain where he worked continuously until his death in 1913. Regoyos' clear luminous landscapes with their Impressionist overtones give an unusually attractive idea of Spain.
